タウンミーティングで「無駄」を考える

３０日、コミュニティプラザ平野（平野区民センター）で大阪維新の会によるタウンミーティングが行われた。
二階席を開放するほどの満員の聴衆を前に大阪維新の会代表の橋下大阪市長が「大阪都構想」を語った。

大阪府が関空前にりんくうタウンゲートタワービルを、大阪市が南港にワールドトレードセンターを高さを競い合うようにして建設され、ともに経営破たんした。
南港では大阪市が事業費用２５３億円かけた「なにわの海の時空間」が閉館された。
平野区では事業費用１８億円かけた「リフレうりわり」が無駄な施設の一つに挙げられた。
それらの「無駄」をなくすには府市の二重行政の解消しかない、というのが橋下代表の主張だ。http://oneosaka.jp/pdf/panel/B-6_shi.pdf

「リフレうりわり」とは大阪市環境局平野工場の建て替えに合わせてゴミ焼却の余熱を有効利用した温水健康増進施設だ。
建て替え前にはダイオキシン問題も出て、周辺住民に「迷惑施設」を受け入れてもらうために地域活性化を目的にしていた。
平成１７年に開館したものの、大和川の南岸で高速道路に囲まれた立地条件の悪さで利用者が伸びず、運営者とのトラブルもあって平成２３年から一時閉館している。

平成２７年４月から大阪市環境局平野工場は「大阪市・八尾市・松原市環境施設組合」の施設となる。
「大阪市・八尾市・松原市環境施設組合」は大阪市、八尾市、松原市で構成する一般廃棄物の処理・処分を行う一部事務組合で、平成２７年度のゴミ処理計画量を基本として大阪市が約１０３億円、八尾市が約１０億円、松原市が約４億円を負担している。

松原市では長年の懸案となっていたゴミ焼却場の建設が地元住民の反対運動などで進まず、隣接する平野工場に搬入することになった。
八尾市にはもともと大阪市環境事業局八尾工場があった。
この三市がゴミ焼却場をともに使用することで双方にメリットが生まれた。
ただこれは「大阪都構想」とは関係なく、それが実現しても特別区がそのまま委託するだけだ。
また現段階では「大阪市・八尾市・松原市環境施設組合」が設立されて、ゴミの収集事業の民営化は議会の反対で進んでいない。
そのため市民レベルでは変化は感じられていない。

「大阪都構想」では統合当初の経費として６８０億円が必要と見込まれている。
反対派はそれこそ「無駄」と批判しているが、大阪維新の会の試算では再編効果は３３８６億円、使える財源は「今後１７年間の累計で２６００億円以上」という。

「大阪市・八尾市・松原市環境施設組合」の設立にあたって１５０の条例の制定、改正された。
「大阪都」」の発足にあたってどれほどの法改正が伴うのか。
大阪市議会はもとより関係する他の市町村議会の賛成は見込めるのか。
そもそも２年で間に合うのか。
混乱するだけの「無駄」が生じないか。
不安が尽きない。
